Who is living on earth during the millennium?

If ALL are changed into spiritual bodies at the 7th Trump, who is living on earth during the millennium?
The saints and God reign as judges, the Christians are with God, is it just the lost here during the millennium? What's the purpose then? They're already lost. We're already saved. I'm confused.
